Not sure about Forza 3 but this is how you do it in Forza 2 - I'm sure it hasnt changed too drastically!

Go to multiplayer and choose 'exhibition race'; you can choose 'create a race' and set it up yourseld rather than choosing quick race which will bung you in someone elses lobby.
