penis scars

i am trying to find out some information "for a friend", does anyone know why some guys have scars that run along the penis, why is it there?

If it's on the underside of the penis (as I suspect) it is quite normal, every male has it.  This clip from a website should explain it:

Sounds like you're talking about the frenulum. In non-medical terms that's the seam formed during pre-natal developement, while still in the uterus. In girls, the seam becomes the inner labia, or lips, of the vagina. In boys, the frenulum runs the whole length of the penis and attaches to the head on the under-belly of the penis.
