Passage from the report:
/// Young girls have claimed they are being bullied on board for dressing in the traditional veil which covers the head. ///
Dictionary definition:
/// Hijab---The headscarf worn by Muslim women, sometimes including a veil that covers the face except for the eyes.///
Since you have got the first part of your answer wrong, I will now address the rest.
Firstly I agree it is no different to any other kid wearing a hat, but the whole point of the trouble on the bus, was because these girls wore the Hijab/Veil (call it what you may).
While in no way condoning this behaviour, these are kids and will focus their bulling attention on anyone who doesn't follow the rest of the sheep (a little like the treatment I get from some juveniles on this site ).
Why do I suggest they remove them before boarding the bus?
It would be one way to alleviate this bulling, or they could just do as I do, ignore the idiots and carry on as usual.
