80's Song video played during TV programmes to make up time?

During the 80's, sometimes the ITV programmes would finish with time to spare.

So, with this (my region HTV), would slot in a song video to make up the time.

All I can remember is that is was about a man dressed all in black, including cape, with a tall black rimmed hat and would hop on one leg for a few steps then hop on the other leg and so on!

Who and what is the video please?

Probably not right since it's from 1992 but the first thing that came to mind was Ebeneezer Goode
