The majority of the city was under water and (to quote from the BBC website) "Cars were buried, buildings damaged and people swept along in raging waters which swept through the capital, Funchal":

Also, from a local website: "On Saturday, in the peak of the rainfall, between nine and eleven o’clock in the morning, there were 57 landslides in the county of Funchal."

Funchal is mostly on steep slopes and only the very lowest parts, mostly in the old centre, were inundated. Also hit were some areas nearest to watercourses, but most of the town stood relatively unaffected except for streets being damaged and/or covered in mud and general debris. It is my understanding that pretty much all hotels and resorts are operating as normal, as is the airport, and only some shops are still shut.
