To be fair to PlusNet, they do explain their traffic management policy (which many other ISPs fail to do clearly) but you need to be aware of what you're getting before you sign up with them:

For alternatives, consider Claranet (excellent service, targeted primarily at high-end business users but available to home users for a fairly high price), BT (generally well-rated but by no means the cheapest) and BE Broadband (inexpensive and the only ISP to promise that they won't throttle any traffic).

I've used Plus net for a couple of years and haven't any complaints. One big advantage you don't have to pay for capacity you may not want . You can buy the minimum for about £9.50 and then add 1Gb at a time at 80p a Gb. My monthly payment is £10.50 which is more than adequate for my needs as I don't want to download films etc.
We've been with these fools twice since discovering the net and wouldnt touch them with your modem, they dont provide the service they say they do but expect to be paid for it Grrrr, trouble makers and money grabbers, we had to involve Citizen Advice to get rid and put the wind up them so to speak, now we're now with AOL, i suppose not everyones cup of tea but were good with them, the best so far out of a bad bunch.
