Reduced screen size on pc monitor

My screen picture has been reduced to about 75 per cent. The bottom 25 per cent is just a blue screen with the icons appearing in a vertical column on the right side of the screen instead of horizontally across the bottom .
I tried "system restore " with a couple of dates but this did not work. i have very limited knowledge on how to correct things and would very much welcome any help.

press ctrl + alt + up arrow.

Sounds to me as if the task bar has been enlarged
Put the mouse pointer on the boundary between the blue area and the desktop and the pointer should change to up-down arrows. Hold down left mouse button and drag downwards until it's the height you want it.
