I think it's TUITION but don't know why - except that it fits!

Are you giving us the correct letters for the clue?

The solution seems to be INSIDER - one of us...INSIDE (behind bars) +R (begin to Reform)

TUITION is correct. Anagram of out in it. The clue is 12a. 16a is INSIDER. INSIDE + R

Dear Sainty and Kayakamina, thank you for your forebearance - i've just fished the paper out of the recycling bag and realised what a pig's ear I've made! No wonder I couldn't work it out looking at the wrong clue!!!!!
