Reading Electricity Meter

Please help.
I need to submit an up to date meter reading, as the last bill was estimated I want to ensure this one is correct. We have a dial meter and the dial readings are as follows:-
1. Very slightly passed the number 1
2. Bang on the number 2
3. Very slightly passed the number 8
4. Very slightly before the number 3
5. Between the 6 and 7
Should the reading be 11826 or 12826 or something else.
I have looked at different websites telling me how to read the meter but I am still not 100% sure.

As the third pointer is past the 8 I would say the second pointer is almost reaching the 2 and not exactly on the 2.
This example is pretty much as you say and the second digit is 4 not 5.:-

If you work and write it down from right to left instead it really helps to tell what the next number is. That is from the faster lower (1s) towards the higher (10000s).
If the first needle (1s) has past 9 but not made it back to zero then the next needle (10s) will be close to a number but should read at the one below - imagine the reading for 19 when it is not quite 20. The second needle is approaching the 2 but you know it is not there because the first needle has not past the zero yet.
As you know what the lower reading is when you are looking at the next dial you know what to expect when it is close or on a number. In this way you can get accurate readings.
