Oil based paint to be discontinued?

I was told a couple of years ago that all paint was to become water based thus helping the environment by not having to use white spirit or brush cleaner. If so, when is this due to come into force?

Historical buildings and places with preservation orders/listed buildings for instance, need to be maintained with original products.
Many modern water-based stains and paints (even primers) are poor performance, compared to older designs. Water based woodstains for instance are rubbish compared to spirit based ... even the best names like Cuprinol and Sadolin.
