Just as a general guide, steel guttering here in the U.S. runs between $3.00 and $4.00 per running foot for 6 inch white installed. This is seamless guttering made on site by the installer. The fascia can be done a couple of ways. First, if it's in good condition consider having it clad in steel that matches the guttering. This is failry simple since, it too is pressed out to length on site by the machine used to form the guttering. That would probably add about another $2.00 per running foot.
The fascia, if rotted or otherwise unuseable can be replaced with new, weather resistant lumber (I use cedar) and the painted. This, due to the carpentering involved, usually runs about $3.00 per foot.
