adopted highway

need urgent help pls

i bought a house, with a long front garden. i have decided to use my front garden space into a driveway.

the problem is my car would need to go over a adopted highway (Footpath) which council have said okay to.

BUT need permission from legal owner of land. i have contacted legal owner and wants an astronmical figure for this access right.

is there anyway of doing this without paying this ransom money.

please help.
