I work on a daily basis with lots of elderly people. Why is it when the weather is bad they moan about it constantly, yet when we get a good spell they either complain they are too hot, or delight in telling you when it's forecast to break?
definitely not just the old people that complain I listen to it every day where I work - people are never happy! Also they don't seem to realise I have come in in the rain too - somehow I am likely not to know it is raining! In saying that my friends and i were moaning to a taxi driver in spain(he was english) about leaving the nice weather etc etc. He was saying that it is not so good to have nice weather all the time - he felt that the elderly who had retired to the sun went kinda brain dead quicker cause people did speak so freely to each other. He was saying at least in UK where the weather was so varied people would at least strike up a conversation with each other, using the change in the weather or whatever as the starting point.
It's not only the old who complain about the weather (I am 87 and don't).It's just that you work with the older age group and so hear it all the time from them.
Go and work in an office or shop and you will hear the same thing there too.

The British are incredibly bad at simple conversation so they love 'neutral' subjects like the weather. Couple that with the british love of moaning, and general pessimism, and hey presto,you have most peoples' 'conversation' right there.
When someone mentions the weather, ignore it, and counter with "How are you today?" You will get more moaning, but it will be different moaning!!!
Mr V, I work in a library with all ages, and everyone moans about the weather - but it's only the elderly (and obviously not all of them) who seem to be rubbing their hands with glee at the thought the sun's going and the rain will be back soon :)
Partially it is down to a lack of anything more exciting to have an opinion on, or just as a subject of conversation. And maybe also because the body thermostat doesn't work as well as it used to so they're affected more by both cool and warm temperatures.
I love talking about the weather as having an allotment it's
par for the course !! But the oldies are the best weather forecasters
one young man (79) is ace , never gets it wrong .
