Alcohol for Teenagers:What are the rules?

Hey,
i'm 17 and i'm turning 18 this October and am planning to have a party at a venue but,of course,i'm hoping they'll be alcohol there.Thing is some of my friends would be under the age of 18,so what exactly ARE the rules.
I know you can drink with a meal under 18 and above 16.But surely you CAN drink inside with responsible adults looking after everyone right?

My nephew and a few other 18 year olds I know recently had parties in Social Club function rooms. The staff were very over the top about the drinking issues, cos they know that most 18 year olds will still have 17 year old friends. To the point of spoiling the atmosphere really. Why not hire a church hall or community hall, where you can take your own alcohol and it is classed as a private party, hence no interfering staff, this way you can also find a DJ who will play your kind of music.
