No, it is not possible to take theory test before 17th Birthday. You can apply for your Provisional Licence before 3 months of your Birthday . If you apply for your provisional licence before you are 17th birthday you will still have to wait until your birthday. You can apply to take your theory test once you have received your Licence but you cannot sit it until you are 17th years
