What are COMAH Sites?

Firstly, sorry to those who think this question should go somewhere else. I have looked for a more suitable area!

Now the question.

Can anyone explain to me in laymans terms what constitutes a Top Tier COMAH site, and a Lower Tier COMAH site. Tried Google-ing and the HSE site but couldn't find anything basic enough!

Thanks both. Must admit that I have actually already looked at both these sites, but I need something that sort of says " A Top tier COMAH Site is classed as such because.......and a lower tier is classed as such because.........."

You can see how basic I need it to be!!!
