The Bank of England, for example, is independent from the the Government yet is still obliged to operate in such a way as to try to fulfil Government targets in the UK's national interest.
The World Bank is indirectly owned by 186 countries, with an obligation to fund developing countries and to fight poverty.
It's not to be confused with the International Monetary Fund, which has an obligation to promote economic cooperation between nations and to maintain financial stability in world markets.
