Blue block at left of page?

I have just reconfigured my new pc. When i bring up a page say My Docs, Favs etc it shows it as in classic view which is correct - but there is a BLUE BLOCK about 3 inches wide to the left o the screen which on my previous pc was full screen without this block.

Someone told me before how to get rid of this permanently, but I have forgotton.
