ive lost a toolbar

somehow ive deleted or lost a toolbar. it was at the top of my "start up" screen - you know the screen which has the wallpaper and the desktop icons only. the screen before you open anything else? well the toolbar was for an external bit of transcription equipment...any help?

Try right-clicking somewhere on the toolbar itself (away from icons and such) and look what is ticked on the toolbar options.
