Yes just drive westward down the M4.  If you do this in daylight hours then you will have the best chance of actually seeing wales.

But in seriousness it seems that wales is one place to see dolphins, although the Scottish isles seem the best place for whales, especially Mull.  I found a few useful sites by googling 'whale watching UK'.
