My husband has noticed that the reinforcing wire mesh is showing through the concrete facing and cracking it. - What do you think is causing this to rust. Its not open to the eliments, the concrete is covering it.

Possibly what is often referred to as Concrete Cancer, Jem
Put "concrete Cancer" into Wikipedia for a good explanation.

The Builder -- Thank you for that, I think you've hit the nail on the head there, looked it up and everything tallies.
There was some houses built in the 60s I remember and they had this problem too.
