huge tree big problem

my neighbour has a tree right on the border of our gardens. it pushes on hte fence. it is that wide now that it pushes over not just the wooden pannel, but also the concrete post attatched to it. it is leaning that much now that i am woried it will damage the shed. every winter it drops that many pines that you cant see the flagging.  how do i go about getting it removed bearing in mind that the neighbours work for the council.

It really should not matter that this person works for council, the term for what the tree is doing to your property is call an Encroachment. Have you tried to tell your neighbor you think that this may be a problem? If you have and that has not worked, try going to a real estate attorney, for a (usually) small fee, they will send a letter to your neighbor and that will most times do the trick.
Try the garden law site, has a lot of good people on there who will give you advice
