No he's right, some drugs have Retard.....Voltarol Retard, Tegretol, Adipex....

Hi, in the Royal Navy the term Retard is used for people who stay behind when the majority of crew are on leave. Then they go on leave when the rest get back or for a party of people who are kept behind when the main party has left, ie, a skeleton crew. They use the terms Retard Party and Retard Leave for these. So in these cases not offensive.
