If we all got really fed up and nobody voted in a particular by election how would they decide who was to be elected for that constituency as no votes were cast.

If there is more than one candidate then there is a vote, otherwise the single candidate is elected un opposed.
If 2 or more candidates poll equal votes (ie 0) then the returmning officer should draw lots.
An election does not have to involve voting and if it does voting is not compulsory.
In reality of course this won't happen but it is covered.
