Windows XP will NOT change BIOS time.

My BIOS clock runs a little too fast. So every now and again I have to set it to the correct time. My problem is that Windows XP (Professional) won't let me go 'back in time', even by a few minutes. I go into the clock settings, alter the time, and as soon as I hit Apply it shoots forward to where it was before. I even tried it through the Command Prompt - it did the same. Although it has no problem if I were to add a few minutes. It accepts it (then it's stuck at that time). So the only thing I can do is to reboot, go into the BIOS and set it there. Has anyone else known this problem know how to get round it?

And the problem started way before I disabled synchronisation - that's why I disabled it in the first place, but it didn't resolve the issue. It is a new motherboard, processor, hard drive, and memory etc. The old HD was ghosted onto the new one (without too many problems). I don't know if the clock setting played up before that because I didn't have any need to alter it regularly.
