Hi Mags - well, I think Sam & everyone else were in a sort of "cop limbo" for officers that died badly. Gene was there to guide them all to the Railway Arms, symbolising heaven, but got hung up on the job that he'd not been allowed to do, having been murdered. Alex was an angel-type figure meant to help them all, against the wishes of Jim Keats - the devil?

Just my opinion, but hope this is of help? :-)
