They will have war gamed different attack and defence strategies based on various scenarios, it's probably quite desirous for them to enact the policy.
But what is it like to achieve?

It'll just annoy the neighbours even more who will in consequence invest more time and effort into sniping and shelling.
The answer lies in gettng Israel to startcmplyngwth U.N resolutions, the answer lies in broadbased negotiationswith concesssions on both sides.
Some people believe there could be scope for a one state solution (can't see it myself) with the Jews and Palestinians sharing the country, although preferable, I feel the Arabs would just see it as a further annexation of their land.
Israel needs to offer a tangible peace document to the Arabs, it needs to protect in law and in practice the rights of the Arabs still resident there and it needs to look after the Bedouin people properly.
