When reffering to brand new action figure toy still on the card, the acronym MOC is used to denote "mint on card". Perhaps SOC is a derivative of this?
SOC always stands for Scene Of Crime to me. lol

It could mean almost anything, from the acronym used by Subaru for 'Subaru of Canada' to the US Marine Corp's 'Special Operations Capable'. If you tell us what the item is, it might help to put it in context.
