my neighbour has fitted a roof to our garage, there should be a walk way there, can he do this

How on earth has he managed to get a builder to do the job without the builder having sight of any drawings and plans? These would surely have contained a planning reference number amyway. You could take action against the neighbour.

I have posted on the other thread as well but thought I would add that I would also check to see if he needed planning permission or building regs. A garage wall may not be up to standars!!
