Tv competition phone in scam.

At the end of each competition pitch they say something similar to " Phone calls and Text messages after this time might be charged but not counted"

WHY? Do they expect us to believe that the technology to cut off all calls and payments after a certain time does'nt exist? or is there a bigger picture I'm not seeing as all I see is joe public getting sh*fted.

I think they started saying that after the phone scams. It's just to cover their backs.
