just noticed your question. have you tried talking to a councillor? that way you would know whether the council could do something about the problem or not. there is legislation concerning peoples amenity ( the surrounding environment) that the council, on occasion take into account.
You can report it to the planning enforcement team, who have the power to issue a s215 notice in respect of land that is harmful to the amenity of the area, which can force the owner to clean it up.
