Ok pretty good mostly but Osborne said the only 2 things that are ring fenced are healh, fair enough and sm3gging foriegn aid! Perlease, how fair up sh1t creek do we need to get before we stop dolling out cash to ungrateful foriegners? F_F_S Osborne you're a Tory get your priorities right!

P.s - I agree that foreign aid should be given but the amount is disputed and the accountability of it and that it should not be made a legal req.

A quick look at the Office for National Statistics website shows that in 2002 (latest figures available) at least 48% of the aid is categorised under the following headings;
Technical Cooperation
Aid in Kind
Investments
Aid and Trade Provision
which suggests that much of the aid isn't simply a cash handout and indeed probably involves the employment of British firms and expertise and potential ongoing business.

Is it due to, as I have said many times before, that rather than actualy look at the facts, they would rather take red top rhetoric as fact.

I think there's a problem with your Marshall plan argument. Bear in mind it was quite an intensive cash injection that was also coupled with a very strong multinational western military occupation, and with political control and reorganisation by the Western powers. You're right that it might show foreign aid fashioning a state into a valuable ally, but if it did then it did so at an extremely high level of involvement and painstaking work over several years in quite unique circumstances. If the purpose of foreign aid is to do what you're arguing, then to be successful it'd require a far deeper and less sustainable involvement than just money.
