Can my neighbour erect a fence if I have right of way over his drive?

Yes I think so. So long as he leaves space for access to your property.Your local council should be able to advise you.
I would contact the land registry over this to ask for proof of defined boundaries, it should only cost a small fee, which, you could ask your neighbour for a full refund of if u prove him to be in error.
It depends on exactly what access rights you have. You may not be allowed vehicle access but your neighbour must I would suggest leave a gate in the fence for you.

He is not supposed to prevent you exercising your right.  To an extent it depends on what exactly your right is.  I would expect a right of way (easement) to be registered with the land registry unless it has arisen informally.  I suggest you contact a law centre. If he takes steps to prevent you exercising your right and you do nothing, you may lose the right.  On the other hand, it is not a good idea to have a fallout with your neighbour (in case you wish to sell up later).  So I suggest a law centre might be well placed to advise you.  Find out where one is from a CAB.
