when on ESA, why would an insurer ask for proof of class 2 NI payments?

Employment Support Allowance, (used to be Incapacity benefit) a mate wants to make a clalm for credit card payments they have insutance cover for if incapacitated and nable to work, the insrance company want proof of class 2 contgributions, but they were not liable to pay any drng reciept of ESA and the Benefit agency sent credits to revenue to cover the period.
