I heard on the news this morning that Wimbledon are having problem with ticket touts becuase Wimbledon isn't recognised as an "official" sporting event.

What is it then? Is it something to do with the fact that it is the All England Club, and is therefore considered a club competition?

From the Daily Mirror:

// They can legally buy and resell debenture tickets for profit and avoid being prosecuted.
Debenture seats are the only tickets that can be resold.
A debenture is a loan made to Wimbledon to fund capital improvements such as the new No1 Court. Instead of interest these investors are given seats in prime locations. //
