Never to late or early to put one up. Chances are that one pair somewhere can't find a suitable place to breed so they 'scan' other territories occasionally. When such a pair finds your box they come into breeding condition within a few days and will soon set up their own territory around your place, pinching pieces of bordering territories, to keep others of the same species at bay while breeding.
