It doesn't make any sense to me.
Methinks someone printed the answer instead of the clue.
I assumed that it was an error
I wrote to the Telegraph's Puzzles Editor (they no longer have a Crossword Editor) about this and received this reply (edited).

"Thanks Dave. ....... as the setter said this morning after I confessed to having mucked up his Quick crossword: 'I often console myself with the old adage: A man who never made a mistake never made anything'..."

It was, by the time I looked at it, correct on CluedUp and the new clue was "Shut".

Thanks, I thought it was probably a mistake but on the off-chance it wasn't, I had been trying to equate 'close = shut' with 'close = near'.
