photo booth?
sorry didnt read the rest of your question.
I think the DVLA must have shares in the photo booth company - bleeding £5 now!

To make you feel better, you get five pictures instead of the old four.

I'm still trying to work out what to do with the four I don't need.
If it's your avatar Hopkirk you should be looking straight at the lens.
At least I'm not smiling and you can see both my ears.
This free site got a good write up in the Times

Assuming that you've got a suitable photo on your PC, you've probably got a suitable program to print it. It doesn't have to be a special printing program; here, for example, are the instructions for using Microsoft Word:

Open a new blank document. Go to Insert>Picture>From File. Browse to the location of your image and double-click on it, to make it appear in your Word document.

Right-click on the picture to bring up the 'handles' around it. Click-and-drag one of the corner handles to make your photo the right size. See here for the correct size:

To check the exact size of your photo, right click on the picture, select Format Picture>Size. (You can change the size from that screen or simply cancel and then click-and-drag again).

Once your picture is the correct size, put a sheet of decent quality photo paper in your printer. Select File>Print. Then click Properties. That will let you tell your PC that you're using photo paper and that you require the highest-quality printing. Click OK twice.

Job done, without any special software.

Thanks Chris,Iv'e got M.Works and am able to use it for my pictures.BOB.
If you have a recently issued passport the DVLA can access your picture and download it directly to your new driving licence. All you need to supply is your passport number.
