I want to configure my keyboard to enable me to type in Russian. The instructions require me first to log in as an administrator. How do I do that?

Go to Control Panel > User Accounts and take a look at who is named as Administrator. Then go to Start > Log Off > Switch User and change the user to the named Administrator. (If you're already the Administrator that will simply take you back to where you were. If you're not the Administrator you'll be asked for the Administrator's password).
