too many - interestingly Isreal is the biggest offender apparently (doesn't the USA like them?) - i guess you can be choosy about which countries you force to "toe the line"
At one point in 1999 the US owed the UN $1.3 billion in arrears on their payments and they regularly threaten to stop payment to try and coerce the UN into adopting their strategies. The UN has so far resisted this blackmail but it has meant that there is a shortfall in the money available for peacekeeping. It seems UN rules aren't only ignored in the middle East.
This is very true. Even Turkey has had many a UN resolution slapped upon it and ignored it, but the Americans are very keen for it - and its border with Iraq - to become members of the EU as soon as possible despite not even nearly qualifying on economic or human rights criteria. It really is one rule for the man sitting on oil thats cheaper than water and another for everyone else.
