The oxygen content is indeed dependent on the flow of the water in the reservoir. Still water has very little oxygen exchange at the surface. Cold water also contains a LOT more oxygen than warm water.
At fish farms, a turbulent pond may contain 10 times as much salmon as a still water pond. Whether they feed the fish currents or not, I do not know.

Fish do not need to swim forward to get water to pass through/over their gills. They use a gulping process raising and lowering the bottom of their mouth cavity synchronised with their mouth and gill covers opening and closing. Sharks however do need to either swim forward or lie on the bottom facing into a current.
