Who sets the age restrictions on pornographic material?

I know the bbfc does films
but who governs magazines etc?
Im doing a report in which i want to say 'it is illegal for minors to view porn' but who are minors?
I have the Protection of children act, but that only talks about indecent pictures OF children, and the age limit is 16. But at what age can you VIEW porn?

Its not illegal for minors to view porn of their own volition.

Fraserjim as you no doubt have missed it in the news Mr. Kelly was cleared of all the allegations of child abuse that were levelled at him....and anyway this has nothing to do with the question which was regarding minors looking at porn......perhaps a more interesting point would be why as a society do we turn sex into something nasty and to be hidden and yet it's ok to glorify violence and senseless murder?? To give a more direct answer to the question Pinotage's answer is correst though all the major publishing houses have a set of guidelines tthat have been established through prosecutions being brought against previously published material so they are well aware of what the acceptable boundaries are and they won't, for fear of litigation, print anything beyond these lines.
