I want to know someone's level of debt and ideally the amounts of different types (loans, credit cards, etc.). Would I be correct in thinking that a credit reference agency's credit report provides this sort of information ? How do I get such a report, is there a particular agency which it is best to approach, what is the cost, etc., etc. ?

The Data Protection Act prevents credit reference agencies from revealing such information to anyone other than the debtor (who has to prove their identity before such information can be divulged) or to potential lenders who have received a credit application from the debtor which acknowledges that a credit referencing search will be taken up.

The only publicly available information relates to lists of people who've been made bankrupt (or entered into an IVA or had a Debt Relief Order made against them)

or who have had County (or High) Court Judgements (or fines) made against them
