Virus has killed my PC, any advice?

I was on the internet today when all sorts of warnings came up telling me that there was a virus on my computer. The message said it was a trojan. I installed Norton 360 on my computer and tried to start a system scan but every time I tried to load Norton it was closed and another "warning" sign popped up. It kept asking me if I wanted to deny access to the virus and every time I clicked yes it took me to an internet website trying to make me buy virus software. I've looked online and have seen that it could be something called "extortion-ware"??
I left my PC for a while, and when i returned the screen was blue with the following message:
STOP: c000021a (Fatal system error)
The windows logon process system teminated unexpectedly with a status of 0xc0000034 (0x00000000 0x00000000)
The system has been shut down
I turned the computer off and tried to turn it back on again but this just keeps on happening.
Can anyone offer any advice? Anything I can do myself to fix the problem or is it a case of taking it in somewhere to be fixed? Any ideas how much a problem like this costs to fix?

download it on a different computer, put it on a memory stick or CD, start the infected computer in safe mode with networking, install the above program, let it do an update and run a full scan, remove anything found.
