Twal is twelve - the usual number on the jury.

T (start of time) LAW < (recalled).. ( Scottish law allows for a jury of 9 ( 12 except for 3)

Very tenuous but I 'tried'.

I thought 15-3=12. this is the number of judges or jury iin the Scottish Court of Sessions.

A bit wishy washy with either explanations!

Kayakamina- there are 15 people on a Scottish jury, so three away from that would be twelve/twal. The clue still works!
