For more on marking an answer as the "Best Answer", please visit our FAQ.21d. Monysh. If that is the answer, I think the setter is taking the mickey rather! That word is an ancient version of (ad)monish = rebuke. 'Mony' is the Scottish equivalent of 'many' = a northern crowd and 'sh' = quietly. What do you think?
10d Looking at the structure you present, it occurs to me that the answer might be 'normal service' which could mean 'current ways'. However, I don't see how it fits the rest of the clue. Do you?
Oh yes, I like 'threep' for 21d, linking the words 'rebuke' and 'northern' rather than the words 'northern' and 'crowd'. That is definitely the answer they're looking for, I'd say. Isn't it odd, though, that both connections produce a conceivable answer, though only just conceivable in the case of 'monysh'?!
You haven't mentioned 16d before here, so I'm not sure where it fits in.
