Disinfecting a Rose Garden

Replanting a rose garden which has suffered badly from Blackspot.
I intend to remove the top layer of soil and then treat the area with Jeyes Fluid.
If I do this now, how long should I wait before planting the new roses?

I`d wait until Dec/Jan but give the soil another treatment of jeyes about a month before to be sure, to be sure.
