Working 30 hours but employer will only put 23 on contract

My pal works 30 hours a week, as agreed with her employer. Previously, she worked 23 hours, but the employer agreed to her request to up this to 30 permanently. However, they say they will not change her contract to show 30 hours, as they can't afford to show it on their records and they only want to pay her for 23 hours on her holiday weeks. She has worked there for 11 months and it is a permanent job.
From the employer's side, is this legal?
From my pal's side, can she tell tax credits she works 30 hours, even though her contract shows 23?

Unless it is also in her contract about avarage hour then she may only be entitled to 23hrs worth of holiday (pro rata). In other words if she goes on holiday she will be paid 23 hrs and not 30.
Perhaps she should be asking for overtime payments for the extra 7hrs. They may change their mind then lol
However I am not sure of the legal standing as some forms of payment/benefit is worked out on average pay over a given time.
