RD = (Naval) Reserve Decoration
TD = Territorial Decoration
RD has naval connection as Reserve Decoration.
TD and RD stand for Territorial Decoration and Reserve Decoration, respectively. They are awarded to those who have served 12 years int the TA or RNR almost automatically, irrespective of talent or achievement.
I should have added that these are awarded to officers only.
