Yes , everyone that sells drink should have a personal licence , so not just one person everyone , hope this helps
and the actual licence has to be on display, which shows details specific to the premises.

if there was a pub that was selling alcohol without a person with a personal license present, is this breaking the law?

No is the simple answer. I work regularly work for a local authority where the manager is the Licence for 3 buildings and couldn't possibly be in all 3 at once.

Her representative (the duty manager) is responsible for her licence in her absence. She could lose her license if the duty manager fails to uphold her licence commitments.
ooops i forgot about that sara , and yes it is illegal for it to sell alcohol
Is it not the premises which are licensed, not a particular person? If a publican went on a holiday would his pub have to close until he came back?

no sandy but everyone that sells alcohol now needs a personal licence , which has to be on the premises while they are working , no one else can use it as it has your picture on it ,i know because i am a personal licence holder
A personal licence is only there to stop an individual from selling to kids and people over the limit already. Another law that's only there to make money.

The licence to run licensed premises is completely different.
My son has worked in a bar for 5 years and some nights is the only member of staff there and he hasn't ever had to get any sort of license.
his boss, the landlord, has his name over the door as the seller and license holder, my son juyst serves behind the bar which is slightly different I suppose.

New legislation requires staff to have a piece of paper like a food handling and hygiene certificate. But it rules that if they keep selling to kids and those already drunk, they will lose their ability to be bar staff.

Cherry seems to be confusing this law with the law to be a licence holder.
oh well my lad has never mentioned it, maybe it is a local authority thing and the licensing authority here are only targeting town centre pubs, he works in a little village pub. I'm picking him up in half an hour I'll ask him if he's heard of it.

The licensee does NOT have to be on the premises for alcohol to be sold. End of.
Lol...that's like saying the landlord can never leave the pub..
